Colleges and universities eligible?

Hello! I have a question regarding the "non-profit with revenue not to exceed $250,000" clause in the requirements. Does that exclude public, state-funded colleges and universities? As in, does tuition count as revenue?

  Hi kparker, thank you for your question and interest. Unfortunately, public and state-funded colleges and universities are excluded.
